Project Security Superintendent
Full-Time Employee with Eight-week on and Four-week off Rotation Schedule
Duty Location(s)
Primary location: remote location in Madagascar- semi urban and field based.
Secondary duty location Antananarivo- urban
Candidates must have French Language Skills and Africa Experience
Candidates with proven risk assessment abilities, knowledge of Human Rights and skilled in working with community-based security. Candidates with experience in Madagascar, understanding of security in the private sector context, and proven skills training and capacity-building

A key Valar client is a progressive extractives company currently operating a successful mine in East Africa and starting an exciting large-scale project in Madagascar. If successful, the new project will catapult client into the next league of extractives companies and provide income and benefits for the people of Madagascar for the next 40 years or more.
Extensive early works planning has been conducted by the client and a core team of Operations and External Affairs personnel are on site in Madagascar. The project is nearing the construction phase which will involve a significant influx of client personnel and contractors; this it is estimated this phase will take two years to complete before beginning mining operations. The project has suffered delays due to political opposition to the project, lack of government support and incidents of local violence against field personnel and the role of security is essential to moving it forward.
Security is part of the community relations and external affairs functions of the project and is built upon a culture of strong partnership with local communities and government. The Valar security team is embedded in the client organization while receiving full technical support and leadership from the Valar Team. Security on the project is led by a Security Manager and three Security Superintendents rotating into two positions on an eight and four basis. The project is currently supported by a subcontracted local security guard force. Key to the success of the project will be the rapid development of a security department staffed by local personnel as well as a significant expansion of subcontracted services.
The Project Security Superintendents Role:
o Be on the ground floor at start-up of this exciting private sector project and support the Security Manager in laying the foundation for the security of a world-leading construction and mining operation.
o Take on the principles of both Valar and the clients organization, learn the project through and through and fully integrate yourself into the on-site project team.
o Act as key resource to the security management team which includes both local and expatriate personnel.
o Act as an ambassador for both Valar and the Client at all times.
o Become a focal point for security matters within the Clients organization.
o Provide guidance and support to other Client departments as required.
o Participate fully with client and Valar teams to develop and implement world-class security architecture for the project.
o Fully support the department capacity-building strategy and training plans in order to rapidly build a robust and capable Malagasy team which includes supervisors, administrative officers and community-based security personnel. Support the clients strategies for training and advancement of local personnel.
o Support the Security Manager with the implementation and delivery of security risk management practices and support the managers plans to integrate security fully into all company planning activities.
o Mentor colleagues and maintain a culture of security throughout the project team and the client organization.
o Under guidance of the Security Manager, provide coordination of day-to-day security operations.
o Assist the Security Manager delivery of emergency response.
o Work with the team to assess and mitigate security impacts of extensive client and contractor teams accessing the project area.
o Support the Project Security Manager in enhancing relationships with government forces and ensuring that all partners are trained in security and human rights.
o Support the Valar team in forecasting established or emerging threats, identifying potential risk events, and proposing adequate, cost effective control measures.
o Assist the manager in maintaining reliable communications within the client and contractor communities.
o Support security investigations with Valar, the client organization and security partners.
o Support project leadership through the provision of oversight and management of security subcontractors.
o Work to establish a secure working environment for the client, aid the PSM in the development and delivery of operational security and emergency response plans.
o Maintain the highest standards of reporting and communications with Valar and with the client.
o Be a strong resource and asset to the Valar team and work to advance its development and effectiveness.

Operational security skills which are applicable to private sector field projects
Established and demonstratable skills in all aspects of security risk management.
Proven strategic and tactical planning ability
Proven training and capacity-building ability
Experience in supporting progressive community-based security programs
Proven leadership skills which may be applied to supervision of subcontracted security and leadership of local security personnel.
Proven ability to undertake project leadership functions on a temporary basis
Strong English language communications skills, both written and verbal, and ability to communicate effectively in French and/or Malagasy.
